An Empirical Study of Outcome Distribution and Fairness in Digital Live Casino Environments
Abstract
This paper presents a comprehensive empirical analysis of 56 live casino games operated on the Evolution Gaming and Pragmatic Play platforms during Q1 2026, encompassing 7,015,717 observed game rounds collected between January 4, 2026 and September 15, 2026.
We examine bonus trigger frequencies, result multiplier distributions, and segment outcome patterns against certified theoretical values published by game providers. Using the Live Casino Fairness Index (LCFI) โ a composite score measuring statistical alignment with theoretical rates โ we assess the behavioral characteristics of each title and derive a platform-wide fairness assessment.
Our findings indicate a platform LCFI of 79/100 (Grade B), suggesting moderate alignment with some games showing notable deviations from theoretical baselines. The most consistent performer was Lightning Baccarat (deviation: 0.3%). The highest single multiplier recorded was 51,614.61x on Stake Slide.

1. Introduction
The live casino segment has grown substantially over the past decade, with Evolution Gaming alone reporting revenues exceeding โฌ1.7 billion in 2024. 2. Methodology
2.1 Data Collection
Game outcomes were collected via a passive observation system running on a dedicated server, monitoring official live streams of each title. Results, multipliers, and bonus trigger events are recorded per round. No interaction with casino systems occurred; the system observes only publicly broadcast outcomes.
2.2 Live Casino Fairness Index (LCFI)
The LCFI is a composite score (0โ100) computed as follows:

6. Discussion & Policy Implications
The results presented in this paper demonstrate that passive large-scale observation of live casino outcomes is technically feasible and produces statistically meaningful results at sample sizes achievable within a single quarter. The LCFI framework provides a practical tool for ongoing monitoring that could be adopted by regulators as a supplementary verification mechanism alongside existing independent testing laboratory (ITL) certifications.
Several regulatory implications emerge from this analysis:
- Continuous Monitoring Complement: Traditional ITL certification is conducted at a point in time, typically on software versions submitted for testing. Passive observation provides a live, continuous signal.
- Consumer Transparency: Publication of observed vs. theoretical rates gives players independent verification beyond operator-reported figures.
- Early Deviation Detection: Statistical deviations exceeding ยฑ20% relative to theoretical rates warrant investigation, and this threshold should be formalized in monitoring standards.
We note important limitations: this study measures bonus trigger frequency and multiplier distributions, not true RTP (which would require bet amount data we do not collect). The LCFI is a transparency metric, not a certification of fairness. Deviations from theoretical rates may reflect natural variance rather than system irregularities, particularly for smaller sample sizes.
7. Conclusion
This Q1 2026 analysis demonstrates the viability of continuous passive monitoring as a complement to existing regulatory verification frameworks in live casino markets. Across 56 titles and 7,015,717 rounds, the platform achieved an aggregate LCFI of 79/100 (Grade B), with most games demonstrating alignment with certified theoretical parameters.
Future editions of this white paper will include cross-quarter trend comparisons, an expanded responsible gambling observations section tracking drought statistics and volatility patterns, and individual game deep-dives for the most-tracked titles.
